Camera 3 (Overhead) will change depending on your gear (it'll show the rear of the truck when in reverse which is very helpful for parking). Camera 4 is completely fixed (top of your truck). You are thinking of some other game, that has never been possible in ETS2 or ATS. The only "get out and walk" you can do in ETS2/ATS is walking around inside of the truck configurator. You can not walk anywhere else. This feature was added in 2020. Ah well, probably confusing it with the "free camera cheat".
